I recall Winnpeg building a bridge over the Red River when I lived in that poophole. Took 2 years. I'm sure that it's not as big as the proposed bridge in QC, but 8 years seems excessive.

maybe this will help put it into perspective, Edmonton is building a new bridge across the N. Saskatchewan it is probably under 1 km and costs 130mil, it will take 3 years to build.

My main concern with the Habs demoting Leblanc is what this does for his status as hockey's reigning affirmative action hire.
