However the Leafs say the cap isn't the problem and they are more worried about his declining play at end of season. It's believed that there counter offer is for 2 year at $3M per season.

Seriously Kadri would be a good 3 rd line center. Offer him 3.9 and if TO matches then offer Franson 3.9 for 4 years.
