I have a Bell hd receiver with a external hard drive for PVR'ing.

Is there any way I can transfer a PVR'd show onto a disk or USB stick?

Pete is your external HD connected by cable or are your shows on the PVR?
If external HD it's simple enough to disconnect and connect to PC, it's waht they are made for.

Nah, it's probably a specific EHD made for Bell receivers...can't plug those to your PC.
