Unfortunately his cap hit hurts. I don't think he'll be traded anyways.

To be fair, look at the Leafs roster and look at the Bruins roster. He was taking on the world. The Leafs's defense isn't exactly laden with all-stars.

Plenty of rumors indicate that the Stars got rid of him because of locker room issues. I'd stay away, personally. His partying ways have been well documented. On a young team, I'm not sure that's the influence you want. He apparently cleaned up his act in Washington, but his reputation precedes him.

When making an offer-sheet it's never about what the player's worth; it's about what the other team won't match. To get Pietrangelo via offer-sheet, the Bolts would have to go ridiculously high. It's not worth the loss of draft picks. It's not worth the money. Like I said, if the team wants him (and I think he'd be a fantastic fit) a trade is the way to go. I still don't see it happening though.
