This is correct. I don't think you have to wait until the July 5th. Once the buyout is finalised then you can talk to the player. Their former teams don't have any rights to them.

Keep in mind players with NMC don't have to go on waivers

I'm looking now , but a credible twitter source (TSN/Sportsnet/Etc) tweeted that he "declined" waivers because of his NMC thus automatically gets bought out and becomes a UFA.
