For us, the key was timing. Get there as soon as it opens and splash around for an hour or two. When the crowds come (and they do) get outta there.
Then go back from about 6:30 pm to closing.
Other than that, I recommend getting the heck out of Niagara Falls (after you've seen the Falls, of course).
IIRC, there's a pretty good wading pool in the main park in Niagara on the Lake.
And if you are looking for a good place for a lunch, I recommend a couple of places in NOTL: the Angel Inn (it's haunted!). Try the peach and chicken pie (yeah, I know, sounds weird, but trust me).

Or go to the Niagara on the Lake Golf Club (North America's oldest!) where you can grab a simple lunch and sit outside. Nice views. Nice breeze.
