I have a question for you Howard (or any here that can help)

I'm working on a project for Concordia University. All the drawings are in french, but the asbestos survey is in English.

When they say "first floor", is that the same thing as "Rez-de-chaussée", or should it be called something like "ground floor"?

First floor is usually not the RC. The RC is usually equivalent to "G". However, that's not always the case. There is no 100% definitive answer to your question, but I would think first floor is not the RC.
