In other sports when you lose, you lose. In NHL when you lose, you can still get something. Everybody wins, yay!

The reffing is actually extremely consistent. In fact you can predict with fairly good accuracy which team is next going to be assessed a penalty at most points during any game. It's the instructions the refs are ordered to follow that is the root of the evil.
