This makes the most sense, or Staff for a prospect, or Staff for a pick. If Washington considers staff to have top-6 abilities, most teams would consider that a 'fairly significant' move.

On the same note, I don't think a Miller/Staff/etc. for Ovi/etc. qualifies as "fairly significant," rather "totally monumental."
