First Round

The First Round of the Tournament shall be conducted in a round-robin format.

In the First Round, the Federation Teams in each pool shall be ranked according to the winning percentage of games in the First Round. The two Federation Teams with the highest such winning percentages in each pool shall advance to the Second Round as the Pool Winner and the Pool Runner-Up.

If at the end of pool play in the First Round of the Tournament two or more Federation Teams within a pool are tied with an identical winning percentage, the tie shall be broken based on head-to-head records or by ranking each team's "Team Quality Balance" (TQB), as set forth below:

Scenario 1
Two Federation Teams with the highest winning percentage tied for Pool Winner designation.

The Federation Team that won the game played between the two Federation Teams in the First Round shall be declared the Pool Winner, and the loser of that game shall be declared the Pool Runner-Up.

Scenario 2
Three Federation Teams with the highest winning percentage tied for Pool Winner designation.

To determine the Pool Winner and Pool Runner-Up, the three Federation Teams shall be ranked in order of TQB (i.e., the sum of runs scored divided by the number of innings played on offense, minus the number of runs allowed, divided by the number of innings played on defense (RS/IPO)-(RA/IPD)=TQB)). For purposes of determining TQB only the scores from the games between the tied teams are to be used in the calculation. In the event two or three Federation Teams remain tied after determining TQB, such tie(s) shall be broken as follows:
In the event two Federation Teams remain tied after determining TQB, the Federation Team that won the game played in the First Round between the two Federation Teams that remain tied shall be designated the winner of the tie between the two remaining Federation Teams.
In the event three Federation Teams remain tied after determining TQB, such tie(s) shall be broken by ranking Earned Runs Team's Quality Balance ("ER-TQB", i.e., the sum of earned runs scored divided by the number of innings played on offense, minus the number of earned runs allowed, divided by the number of innings played on defense (ERS/IPO)-(ERA/IPD)=ER-TQB)). In the event two or three Federation Teams remain tied after determining TQB and ER-TQB, such tie(s) shall be broken as follows:
In the event two Federation Teams remain tied after determining TQB and ER-TQB, the Federation Team that won the game played in the First Round between the two Federation Teams that remain tied shall be designated the winner of the tie between the two remaining Federation Teams.
In the event three Federation Teams remain tied after determining TQB and ER-TQB, such tie(s) shall be broken by ranking batting average in games between the tied Federation Teams. In the event two Federation Teams remain tied after determining TQB, ER-TQB, and ranking the Federation Teams by batting average, the Federation Team that won the game played in the First Round between the two Federation Teams that remain tied shall be designated the winner of the tie between the two remaining Federation Teams. In the event three Federation Teams remain tied after each of the foregoing procedures have been applied, such remaining ties shall be determined by coin flip.
