Technically any non-playoff team has always been able to win the lottery, but they were only able to move up 4 spots. Now, any team that wins gets the first pick.

Ex before new CBA: 13th pick wins lottery, gets to pick 9th
Ex after new CBA: 13th pick wins lottery, gets to pick 1st

The better you do in the standings throughout the season the lower your chance of winning, just like it was before. Just now, you get a better prize for winning it.

I'll be honest. I don't want him here. BUT if for some reason Nonis gets him, I won't immediately jump on the hate train. I'll give him a chance. He's ALWAYS been a slow started to the season, so I'd give him a month to get back in the groove since that's usually how long it takes him anyway. Then I'll start criticizing.
