No, it would be much more simpler than that. A team could just say they aren't hiring an agent, they are hiring a player. They only discuss contracts with potential employees.

That's the only example I was thinking... But I'm not sure how many they actually signed, and even their best player during that run was a Rangers product.

You Are Right. Funny thing about the NY Rangers they won in 1994 for the first time in 50 years spending all that money.
Detroit on the other hand sucked from mid 60's to the 80's until they drafted Yserman and started the best damn farm system in the NHL.

By the way the main payers in NY the year they won Messier, Lowe, Mactavish were all recieved from Edmonton thru seperate trades. The only real UFA the signed out of Edmonton was Adam Graves and he was a RFA the Oiler's decided not to match. (Funny how Edmonton and RFA signings seem to go together)

Both the PA declaring DOI and the NHL shopping for a good jurisdiction were predicted months ago.

Not in a non CBA world they wouldn't. The other thing to remember..In a non-CBA world, there would not be any free agents. Players would be the property of the teams for life. They wouldn't do it directly. But they could suggest that a team who signs a 'free agent' has to compensate the other team in a manor that no team would sign a free agent. The players do not want to try the owners resolve on this.
