The teams it would benefit are primarily the large market teams who are doing alright financially anyways. The teams it would hurt are the ones needing help. You want to tell Columbus that Detroit deserves an equal shot at the #1 overall pick as they do? The Islanders that the Rangers do?
Additionally, all of the teams will need to re-sell themselves to fans. Winning sells, so good teams have something to market: they could win the cup. The teams who aren't going to be doing much winning need something to market. Like a high draft pick.
The way it worked before was fine. Every team had a small chance at the first overall. But the teams who had been struggling recently and hadn't drafted on top recently had it slanted in their favor. So everyone could sell their fans on the hope of a top pick, but the teams that actually needed higher picks got them. As it was, the draft was still far better for those doing well than it should have been, because it was snaking.
