If we're talking prospects and NHL potential, obviously Reinhart wins, but if we're talking about patrolling the blue line for Team Canada at the World Juniors, well, I'm not sure it's so cut and dry. Case in point, I rather Dumba make the team over Reinhart. Long-term, I rather have Reinhart in my system.

another thing reinhart has for an advantage is size.. he is 15lbs heavier and 3" taller.

so even if percy's and reinhart's attributes are similar, then the nod should go to reinhart if only for his bigger size and reach which would help compensate for any lack of skating ability.
