There is no CBA how do we know what the waiver rules are?

From my understanding, that's the problem. If you look at the players sent down, it has nothing to do with whether they've actually played in the NHL. Some young guys that have played, are there. But none that have played too many games.
I can't give you specifics, but that's my understanding. Maybe they're assuming they'd have to call them back up, once a CBA is in place, and they'd have to go through recall waivers (which, interestingly, one of the proposals eliminated recall waivers), and then they'd lose them.
But it's my understanding that it's waivers is the obstacle. IIRC, there are even a few players that are past waiver eligibility, but eligible for the AHL, as they were on the IR at the end of the season, making them eligible for a reconditioning stint, or something like that. I may be way off base, but I recall hearing that Sam Gagner is eligible for that reason?
