I don't expect this proposal to become reality. It has disaster written all over it.

For example: What happens if there's another team ownership crisis in the future such as the (hopefully soon-to-be resolved) one in Phoenix, where the NHL is compelled to take over the ownership yet the team itself is a playoff-caliber club?

What sort of objective criteria would there be for determining which club "needs" the first overall pick the most based on its financial need? How would having the first pick change the club's financial picture, anyway? If not for re-organization of ownership and the new arena being approved in Pittsburgh, for example, it likely wouldn't have ultimately mattered that they had all those top-end picks (and resulting on-ice resurgence).

What stops a middle of the pack revenue team from "tanking" financially: strong-arm a new arena through even if they barely have money for it, sink 10 million short term into Doan, raise ticket prices and have tv blackouts so viewership goes down? Poof! team in trouble, gets a 1st overall.

Objectively Cloutier is a homer. But objectively, our system is pretty damn good. What tambs truly sucks at is trades/free agents.

#1 draft goes to troubled market....

OK!.. Put UFA down to age of 21. After their entry level contract, they can leave and choose which team they want to play for.

I think that's fair.

This proposal might actually work with one little tweak; the team with the 1st overall pick has to let Pierre Maguire make the pick.

That would eliminate any advantage of having the #1 pick.

Even being a fan of a "financially distressed team", I don't like that idea at all. However, some things should be changed somehow. Edmonton has had the first overall pick for the last 17 drafts, and it really hasn't done much to help them. I think the change needs to be made with the lottery itself. Maybe increase one of the other teams in the lottery's chance at getting the top pick? I don't know. I like the cause the problems, not solve them

This has to be the most idiotic idea, that I've ever heard. Lets give the team with the worst market the first overall pick. So that would be either Phoenix, Florida or Nashville. Nice! Why don't we just fold these teams and be done with them. Better yet, lets completely get rid of Revenue Sharing and let the market decide which teams survive? Enough of the PC Welfare bullsh!t!

You forget about NJ, NYI.. both teams in worse situations than Florida and Nashville. I have no idea what's happening these days in Phoenix so I won't comment on them.

The only thing that makes those two New York teams viable, is the huge TV contracts, that MSG has with them. It also doesn't hurt that they get 3 gates each, with the New York Rangers.
