If you prevent those 'scholarships' , the players won't come at all.

They implanted a new rule for the Americans that you can't give more than a certain amount in scholarship, to give the chance to everyone to pry them away from college hockey, but the amount is 1/10th of what they receive in colleges.
There weren't many Americans already, there probably won't be more than an handful of players in the 'Q in a few years.
