It's not just about a governing body, though. The union is a tight-knit bunch. The players believe they are working for eachother. If I take $3 million instead of $5 million, that robs my buddy, who is up for a contract next year a chance of making more money. I don't agree with it, but that's the mindset. It's easy for us to say "cry me a river", but the reality is, that's just not how the system works.

Indy isn't that much bigger than Buffalo and the surroundings.. i heard a ton of great feedback on the superbowl experience in Indy too

Our best hopes are waterfront stadium that can also act as a civic center.

Second best is a really nice upgrade to the current stadium and a 20 or 30 year lease.

Worst case, a bandaid to the statium that hardly upgraded anything yet still costs 100 mil and only a 5-10 year deal. I think this is least likley though.
