It's Simple

If Bill Guerin is indeed headed to Washington, this is why there would be a snag;

At the NHL level, each team may only have a maximum of 50 players signed to a contract at a time.

Currently the Caps are at the maximum limit with 50 players signed to contracts.

Therefore, if the Capitals are indeed the team that has been dealing with the Isles in an effort to land Guerin, they are likely stuck on identifying which prospects will coming back in the deal.

The Capitals have neither confirmed nor denied that they are involved in the Guerin sweeps, which has led to most in the know determining that they are the leading candidate.

The bottom line for the Capitals is that, despite having approximately 1.7$ million, or so, CAP space available, for the Capitals to make any trades over the next 48 hours heading into the deadline, they will have to move at least 1 player or prospect that is currently signed to a contract.

Unfortunately, that also means that the Caps cannot simply add a player because they have the CAP space, no matter what, if the Capitals want to add to the roster for their playoff run, someone will have to go.
