I'm one of those cheering for losses. This is a very deep draft and a top 4 pick will produce a star player (in my opinion).
For the last several years of the Holland regime, the Wings would go on huge win streaks after they were out of the playoffs. The result, the highest they ever picked was 4th.
I'm hoping for a top 4 pick, and I'd be happier about a #2 pick over the #1 pick.

I certainly don't remember it being as you described. I don't really see much data supporting it either.

In two out of three Holland-helmed non-playoff years the Red Wings finished lower in the standings than they were at roughly the halfway point, and in the other their position did not change.
I suspect you are remembering "huge win streaks" not because the Wings were actually winning a lot more late in the season, but because those wins stuck out as especially frustrating to you, since by that point you were actively cheering for them to lose.
