Yes it is, and it also demonstrates the flaw in the arguement that the leafs handcuffed themselves by signing Tavares. Even if they have one too many superstar players on their team to fit under the cap, they still have a valuable asset that they can trade for a boat load of futures, such as not matching a Marner offer sheet and taking the four first round picks.
