you're basically saying that because Ottawa doesn't has a 1st rd pick, they're going to finish last. that makes zero sense.

for the record, I think Ottawa is definitely bottom 5, but I think Chicago, Detroit, LA, and NJ all finish below Ottawa

I don’t think an all out tank is necessary to win the draft lottery, it does not hurt your odds obviously to finish last but look at 2016-2017 when Devils won it they finished 4th to last with 70 points while Colorado had tanked hard with 48pts and got stuck picking 4th. Its all about at least being in the bottom 4 or 5 to have real shot.
