Forget about Quebec, NHL needs to move 2 more teams into the greater Ontario area to capitalize on that money. That province is the size of Spain supporting 1 team, where most other areas are a quarter the size and supporting at least 2 teams.

Add 2 more teams and people will be buying tickets and merch for all of them just to see who wins a cup first. That's win-win for everyone.
