I would like to see a change be made that allows a coach to select either a 2 minute man advantage or allowing the player that drew the penalty to have a penalty shot. I think then you can get rid of the shoot-out. The refs should only call penalties. To many times judgement is being made on the conditions of a penalty shot.

Couldn't the fact that the officials are having more and more judgement calls taken out of their hands lead to more handwringing and tentativeness because they're not used to exercising their discretion on a regular basis?
