He cooperated and served jail time and completed whatever else comes with that (community service or counseling or whatever idk). He has been deemed fit for society. He could apply to a non-sports job and get that, why can't he "apply" for a sports one too?
Mike Vick is a splendid example of what could happen when a person with a platform (which Voynov would have playing in the NHL) realizes the error of his ways. No reason he shouldn't be able to play again.

Craig McTavish killed a girl with his car. The league didn't bar him. Dany Heatley killed his buddy while drunk at the wheel. They just relocated him. The league's forgiven worse, and at the end of the day, they're not the criminal justice system so we shouldn't put the burden of punishment on the league.
