If they instituted the full 2 minute PP, there’d likely be less penalties called. Refs wouldn’t want to be responsible for deciding games. I think you would never see a call made in the final 5 minutes of a one score game.
And every call that is or isn’t made would receive even more scrutiny than they already do. Seemed to me that complaints about officiating were noticeably up last year. The full 2 minute thing would make the officiating issue even worse IMO
