If they are a competent management team, making a hometown selection because he is a hometown kid is a move you pull in rounds 5+, not in the 1st.

From most public prospect evaluators he is a 1st, but generally in the 18 - 25 range. Good on him, local boy looking solid. Still, at 13 it is a bit of a reach.
That said, boards are pretty varied...who knows what team scouts and draft guru's place him

Nope. Unless they value him as a top 13 player. Hell because of Buffalo influence I might say top 14. No reason to reach in the first round.
