There was a pretty big uproar when they did it. But they were smart, first they asked permission to suncontract the plane maintenance to a Montreal based company so it passed. Then they subcontracted it to a South American company a few years later and there was nothing they could do legally because it was no longer Air Canada or one of their subsidies.
