The reality is the NHL is always willing to talk to groups who are interested in an expansion team. They tend to like the single billionaires the best, but those are rare. Most of the time the NHL holds meetings with a group off potential owners working together, usually including an ex-player or two...They will ALWAYS meet with anyone who they feel is serious.
How does expansion work?
It is not like the NHL says, "Lets put a team in Houston..." The NHL didn't end up in St Lake City because they thought that was the next logical place to put a team. They ended up in Utah because Billionaire businessman Ryan Smith owned the Jazz and wanted an NHL team.
