The NHL is still committed to keeping the team in Carolina, but now that there has been a snag in the plans that would have assured the Canes remaining in Carolina the possibility of Carolina moving to Quebec are being discussed more among insiders.
There will be a NHL team in Quebec at some point, that is 100% for certain. However, there are some who believe that will ONLY come as an expansion team. Why? Simple. The owners are guaranteed the biggest bang for the buck. The expansion fee is far greater than a relocation fee, but that same expansion fee has been the hold up regarding Quebec due to a weaker Canadian dollar.
Also, two other US cities are suddenly moving more towards NHL teams, and the expansion fees from Seattle and Houston could more than make up for the loss of funds from a Quebec re-location.
