I think the losing mindset that players develop and that teams gain the stigma of, plays a big part of teams being perennial underachievers. Those mindsets are very hard to kill. I think a team like EDM is still trying to get over it.

Edmonton has bad defense and they allocated money to Lucic instead of keeping useful players like Hall. They also wasted a 1st round pick to trade for G. Reinhart.

It has nothing to do with culture imo. Just poor decisions

Poor decisions go along with the culture though. Those poor decisions are made in effort to change culture. Its easy to stand on the outside and say how stupid those moves are. But if they turned out to be the right moves these conversations would be quite different.
